Before 1979 fewer than 10 countries in the world had offset or counter-trade regulations. Over the last 20 or so years this number has multiplied so that over 200 nations now apply some form of offset legislation.

During this period the types of economic benefits required have also assumed a level of sophistication and scope not previously encountered in conventional offset arrangements.

Today almost every major defence acquisition is accompanied by an obligation on the part of the contractor to provide economic compensation. Furthermore, customers´ tender evaluations are attaching a progressively greater significance, over price and product criteria, to real offset benefits and more innovative financing solutions.
